All parts of the United States government are subject to the Freedom of Information Act, which prevents governmental organizations from operating with unrestricted secrecy. Of course, there are a few exemptions granted, particularly along the lines of personal privacy issues. It even applies to the US foreign intelligence service, the CIA. Along those lines, they have even gone so far as to put their previously requested documents online in an FoIA electronic reading room.
